I've read the criticism. I would like to make one clarification: The Peltzman Effect doesn't necessarily say that the change in behavior due to a safety measure will result in lower overall safety (although that certainly is possible). The lesson here is that these changes in behavior must be taken into account when evaluating the efficacy of safety measures or regulations.
With that said, after reading the criticisms I agree that the traffic lights vs. roundabouts example is not an example of the Peltzman Effect. I have removed it.
